A foreigner who works in Türkiye needs a work permit (çalışma izni) or an exemption before the first day. In most cases the employer (işveren) applies for the permit online and the labour ministry decides. A residence permit (ikamet izni) alone does not allow work.

In short · checked 30.10.2026

Who applies, what is checked, what it costs.

  • Who: the employer applies online. From abroad, the foreigner first goes in person to a Turkish embassy or consulate general.
  • Kinds: fixed-term (one year at first), indefinite, independent and the Turquoise Card.
  • Checked: Turkish staff for each foreign worker, the company’s capital, sales or exports, and the pay as a multiple of the minimum wage.
  • Time: the ministry decides within 30 days of a complete application.
  • Fee, 2026: 13,538.90 TL for a one-year permit, the state fee and the card paper together.
  • Not enough: a residence permit alone does not grant the right to work.

The evaluation board

Does a job offer meet the ministry’s published values?

Each meter has a brass pin at the value the labour ministry publishes. Red is under it, green is at it or over it. Set the offer; nothing is sent anywhere.

  • Staff: five Turkish citizens for each foreign worker.
  • Company: paid-in capital of 500,000 TL, or (operating companies) net sales of 8,000,000 TL or exports of 150,000 USD.
  • Pay: 5, 4, 3 or 2 times the gross minimum wage, or the minimum wage, by job group.

Criteria · checked 30.10.2026

The company mali yeterlilik

A new company needs paid-in capital (ödenmiş sermaye, the capital the owners have paid in) of 500,000 TL. An operating company meets one of three tests.

Tests met: 1. One is enough.

Criteria · checked 30.10.2026

The pay ücret kriteri

The gross pay (brüt, before deductions) is a multiple of the gross minimum wage (asgari ücret) in force on the application date. The job group sets the multiple.

or in lira a month

Offered: 4.00 × the 2026 gross minimum wage (33,030.00 TL a month). Asked for this job group: 4 ×.

The permit

A work permit is a document issued by the Ministry of Labour and Social Security (Çalışma ve Sosyal Güvenlik Bakanlığı). While it is valid, it grants the foreigner the right to work and to stay in Türkiye.

The ministry’s International Labour Force directorate (Uluslararası İşgücü Genel Müdürlüğü, UİGM) runs it under the International Labour Force Law, no. 6735.

A foreigner needs the permit, or an exemption (muafiyet), before work starts. A foreigner found working without either is notified to the Interior Ministry for removal from Türkiye, and the employer is fined.

  • It grants the right to work in the one job, workplace and address named in it.
  • It stands in for a residence permit while it is valid. Permits for protection applicants, conditional refugees and people under temporary protection do not.
  • A residence permit does not grant the right to work. Refugees and holders of subsidiary protection are the exception.
  • It does not move to another employer. A new employer means a new application.

The four kinds and the exemption

The law names four kinds of permit. Only the fixed-term kind ties the foreigner to one employer.

Süreli · fixed-term

Tied to one employer

The first permit runs up to one year and never past the contract’s end. It names the employer, the workplace (or workplaces in the same line of business) and the job. Extensions run up to two years the first time and up to three years after that.

Fee 2026: from 12,574.90 TL

Süresiz · indefinite

No end date, no employer

For a foreigner with a long-term residence permit or at least eight years of lawful work permits. Meeting the terms is not an absolute right to the permit. The document is renewed every five years.

Fee 2026: 125,802.20 TL

Bağımsız · independent

Own name and account

For work with no employer. Issued as a fixed-term permit. The ministry weighs education, work experience, contribution to science and technology, the effect on the economy and on jobs, and a company partner’s capital share.

Fee 2026: 125,802.20 TL

Turkuaz Kart · Turquoise Card

Five groups

Highly qualified workers and investors, scientists and researchers, people with international achievement in culture, art or sport, and people who add to the recognition of Türkiye or Turkish culture abroad. The first three years are a transition period.

Paper price only: 964.00 TL

Turkuaz Kart, after three years
The transition entry is lifted on application and an indefinite card is issued. Applications open 180 days before the transition ends and close when it ends; a later one is rejected and the card turns invalid.
Turkuaz Kart, family
The spouse and dependent children receive a document that stands in for a residence permit.
Turkuaz Kart, rights
The same rights as an indefinite permit. Not issued to people under temporary protection.

Exemption · muafiyet

An exemption is a document that stands in for a permit during short or special work. The permit regulation sets the cases, for example training or machine work for up to three months in total, and cross-border service providers for up to three months.

The foreigner applies, not the employer. It is issued for the period asked, within the limit and 60 days short of the passport. A new one in the same case waits six months for those two cases and twelve for the others. No fee under three months. Engineers, architects and city planners whose service passes one month need a permit.

No permit needed

Blue Card holders

Former Turkish citizens who gave up citizenship with permission, and their descendants to the third degree, may work without a permit. On request they receive a free document that states the right to work.

No permit needed

Refugees and subsidiary protection

Holders of refugee status or subsidiary protection work without a permit.

No permit needed

Diplomatic missions

Members of a diplomatic mission, under the Vienna Conventions of 1961 and 1963.

Permit needed

Protection applicants

People who applied for international protection, and conditional refugees, need a permit before work. The application opens six months after the protection application. Temporary protection has its own regulation.

How to apply: inside Türkiye or from abroad

Both routes end in the same place: the employer files the application in e-İzin, the ministry’s online system, through the state’s e-Devlet portal. What differs is where the foreigner is on the day.

Where is the foreigner on the day of the application?

  1. Residence permit The foreigner holds a residence permit issued for at least six months and still valid on the application date.
  2. Application The employer applies in e-İzin and uploads the papers.
  3. Decision The ministry decides within 30 days of a complete application. The result goes to the e-mail address in the application and shows in e-İzin.
  4. Card The card is sent by PTT Kargo to the employer’s address. Its progress shows in e-İzin.
  5. Start Work starts within one month of the permit’s start date.
  1. Embassy The foreigner goes in person to the Turkish embassy or consulate general in the country of citizenship or lawful stay and applies. The mission issues a 16-digit reference number.
  2. Employer The foreigner passes the number to the employer in Türkiye, who applies in e-İzin with it.
  3. Decision The ministry decides within 30 days of a complete application. The result also goes to the mission.
  4. Fees and visa After approval the foreigner pays the work-permit fee, the residence fee and the visa fee at the mission. Unpaid after 30 days from the notice, the application is rejected.
  5. Entry The visa goes into the passport and the foreigner enters. The card is sent to the employer. The address is registered within 20 days of entry.
  6. Start Work starts within one month of entry and within six months of the permit’s start date. A permit not used by then is cancelled.

Time limits

30 days to decide, 30 to pay, 30 to appeal.

30 days for the ministry’s decision, counted from a complete application or from the day asked-for papers are uploaded.

30 days to pay the fee after the notice, or the application is rejected.

30 days to appeal a refusal, online, from the notice.

60 days before expiry, extension applications open.

20 days after entry, the address is registered.

Extension: when and for how long?

The employer applies from 60 days before the permit ends and before it ends. After the end date the application is treated as a first one. While an extension is evaluated, the foreigner may keep working in the same job and workplace for up to 90 days after the end date. A first extension runs up to two years and later ones up to three.

A refusal: what then?

An appeal goes in online within 30 days of the notice, with a letter and papers uploaded to e-İzin. If the ministry refuses the appeal, the administrative court is the next step. A new application is also possible once the missing part is fixed.

Passport and card

A permit is issued 60 days short of the passport’s end date. A lost, stolen or damaged card is replaced through a new-card request in e-İzin; the foreigner pays half the fee and the whole paper price.

The papers uploaded with the application

Illustration: two sheets of paper with blank lines and two empty signature lines on a green desk pad, a pen, a rubber stamp on its ink pad, a small USB key and a red notebook
Illustration: a contract, a pen and a stamp.

Every application

  • An employment contract signed by employer and foreigner. The ministry publishes sample contracts.
  • A passport copy, with a sworn translation, or one approved by a public authority, if the script is not Latin.
  • A diploma or temporary graduation certificate with a Turkish sworn translation. Required for professional services and some other jobs; for domestic work a statement about the last school is enough.
  • The trade registry gazette with the latest capital and partners.
  • The last year’s balance sheet and profit and loss statement, approved by the tax office or a sworn financial advisor.
File rules
Papers are uploaded as PDF files of up to 2 MB each.
Photo
JPEG, PNG or GIF, in colour, taken in the last six months, face to the front, white background.
Domestic work
Foreigners are employed in homes only to care for a child, an older or disabled person, or to sit with a patient.

Entertainment

Artists

A performance record (bonservis) with an apostille or mission certification and a Turkish translation, and the venue’s operating certificate. The contract is in Turkish and the artist’s language, promises the return ticket and sets pay of at least three times the minimum wage.

A sworn translation is made through a notary: see Notarization in Turkey. An apostille on a foreign document: see Legalization of Foreign Documents in Turkey.

What the ministry checks: staff, company and pay

The ministry weighs each application against three published values. They apply to workplaces that keep a balance sheet (bilanço esası). The evaluation board runs them with numbers of your own.

Staff and company

Five Turkish citizens for each foreigner.

Staff: at least five Turkish citizens for each foreign worker is the basic rule.

Large sellers: with net sales of 50,000,000 TL or more in the last year, the staff rule is not applied for up to five foreigners.

New company (set up this year, no year-end balance sheet yet): paid-in capital of at least 500,000 TL.

Operating company: paid-in capital of at least 500,000 TL, or net sales of at least 8,000,000 TL, or exports of at least 150,000 USD.

Engineers and architects4 ×132,120.00 TL
Other managers3 ×99,090.00 TL
Jobs needing expertise or craft2 ×66,060.00 TL
Domestic services and other jobsthe minimum wage33,030.00 TL
Pay by job group: the ministry’s multiples and the 2026 gross figures (minimum wage).

The minimum wage in 2026

The gross minimum wage is 33,030.00 TL a month, valid 01.01.2026 to 31.12.2026. Gross (brüt) is the pay before tax and social-security deductions. The ministry publishes the multiples; the lira column is each multiple times this figure. The wage in force on the application date applies.

Company partners

A foreigner who owns a share

A share of at least 500,000 TL, in a company with 500,000 TL of paid-in capital, and a stake of at least 20 %. Five Turkish staff are expected every month from the start of month seven; the first permit carries an endorsement.

Company partners

A share of 100,000 USD or more

Neither the capital test nor the staff test applies.

From 03.08.2026

A year of lawful stay

A foreigner who lived lawfully in Türkiye for at least one year in the last three years (work permit, residence permit or international protection) and applies from inside: no staff or finance test for up to three foreigners at a workplace. Foreign workers do not outnumber Turkish staff. The fourth and later foreigner face the full tests.

No staff, finance or pay test for

  • A foreigner with a Turkish parent or child.
  • A holder of a humanitarian residence permit, or a trafficking victim in the support programme.
  • A holder of a stateless person’s card or a long-term residence permit.
  • A foreigner married to a Turkish citizen for at least three years.
  • 8 years of lawful stay on a work, short-term, family, student, long-term, humanitarian or trafficking-victim permit (from 03.08.2026).
  • A foreigner of Turkish origin as the Interior or Foreign Ministry notifies, and citizens of the Turkish Republic of Northern Cyprus.

State documents prove the case. It is not an absolute right to a permit.

IT

Software and data work

At an IT company, specialist jobs such as software, database, mobile, network and security work meet no staff or finance test. At other companies this holds for up to two foreigners.

Education

Pre-permit first

Jobs needing a professional qualification in a school need a pre-permit from the education ministry or the Council of Higher Education. Lecturers with a Council pre-permit meet no criteria.

Health

Pre-permit first

A pre-permit from the health ministry. Jobs needing a professional qualification in public bodies meet no staff, pay or finance test.

Tourism

Ten Turkish citizens

At licensed tourism businesses, skilled jobs meet no staff test with at least ten Turkish citizens employed. Masseurs and spa therapists work only at listed workplaces.

Students

Part-time after year one

Students in associate and bachelor’s programmes may work part-time after the first year. Postgraduate students face no such limit.

Livestock

Herd minimums

Herders and animal keepers: a herd of at least 200 small animals, or 100 beef cattle, or 50 dairy cattle, or 75 mixed.

To 31.12.2027

Manufacturing, poultry, recycling

One more foreigner for every five Turkish staff at the branch. Poultry and recycling workplaces with fewer than five Turkish staff: up to two foreigners without the staff and finance tests, applying from inside.

High technology

Research and zones

Research, design and technology-zone staff need the industry ministry’s favourable view and meet no staff or finance test. See Technology Development Zones in Turkey.

Home care

Foreigners are employed at home only for child care, care of a disabled or older person, or sitting with a patient. A parent, adoptive parent, guardian or foster parent applies for child care; the person themselves or a first- or second-degree relative applies for the rest.

The ministry weighs the cared-for person’s health and age, the carer’s education, experience, Turkish language level and history in Türkiye, and the household’s income and assets.

Volunteering
Applications for volunteer activity that is not work are refused.

Jobs the law keeps for Turkish citizens

A permit cannot be issued for jobs that a law reserves for Turkish citizens. Each of these jobs has its own law, named in the sources. Other applications are weighed against the labour market, developments in working life and the economic situation of the sector.

Doctors and nurses

Foreign doctors and nurses can work in Türkiye. The application goes to the labour ministry together with a pre-permit from the health ministry. A diploma earned abroad needs an equivalence certificate (denklik).

What the permit grants and asks

  • One job, one workplace, one address. A permit with one employer does not allow work for another. A new employer needs a new permit.
  • The same employer may move the foreigner to another post, or to its other branches in the same line of business, when the conditions are met.
  • An indefinite permit grants the rights of a long-term residence permit and the rights of citizens, with exceptions: no vote, no candidacy, no public office, no military service.
  • Union membership is open to foreign workers.
  • Illness and accidents at work follow the general law.
  1. Card The card arrives by PTT Kargo at the employer’s address. Its progress shows in e-İzin.
  2. Start Work starts within one month of the permit’s start date (inside route) or of entry (abroad route), and within six months of the start date.
  3. Social security The employer registers the worker with the Social Security Institution (SGK) on the pay and full-time work declared in the application, within 30 days.
  4. Notice The employer tells the ministry within 15 days when work starts and ends and in any case that requires cancelling the permit. Holders of independent and indefinite permits do the same themselves.
  5. Ending The employer ends a permit through e-İzin, with an electronic signature.
Social security

Agreements

A foreigner sent to Türkiye by an employer in a country that has a social security agreement with Türkiye, or working on own account, can be exempt from Turkish social security for the period the agreement sets, if the permit is valid.
