The VAT refund for visitors
KDV, Türkiye’s VAT, is paid at the till first and refunded when the goods leave the country. The rules below come from the revenue administration (GİB) and Istanbul Airport, checked 20.10.2026.
Who and what
- Who: foreign nationals who do not live in Türkiye, and Turkish nationals who live abroad and hold a residence document from that country. Istanbul Airport also lists citizens of the Turkish Republic of Northern Cyprus who do not live in Türkiye.
- Which shops: shops with a permit from the tax office, displayed in the shop, or with a contract with a refund intermediary that GİB has authorised.
- Which goods: anything a passenger can carry out of the country, except goods on list I of the special consumption tax (ÖTV). Services do not qualify.
- Minimum: the invoice total before KDV must be above ₺1,000; several kinds of goods on one invoice count together.
- Deadline: the goods must leave Türkiye within three months of the invoice date.
The invoice carries your passport type and number, so show your passport at the till. GİB lists these ways to get the money: a cheque from the shop that you cash at a bank branch at customs; a refund through an authorised intermediary; the shop itself, by transfer or in cash if you bring back the endorsed invoice within three months of leaving; or an advance paid at the till.

Istanbul Airport’s tax-refund page describes the route from the shop to the refund point. Customs endorsement comes first; the money comes after.

- At customsTake the goods, the form, the invoice, your boarding pass and your passport. With checked luggage, have customs approve the form at the check-in counters the airport names, after you get your boarding pass and bag label and before the bag goes. With hand luggage, do it at the customs point after passport control.
- Get the refundAfter passport control, at the Global Exchange points behind the information desk.
- Or laterIf you do not collect it there, send the endorsed invoice to the shop within three months of leaving. The shop must pay within 10 days of getting it.
