- Its service table lists births, marriages, divorces, deaths, ID cards and the declaration of a home address (adres bildirimi).
- Asks for
- A document that confirms the address: a contract or bill for electricity, water, natural gas, a fixed phone or fixed internet. NVİ says this holds for an empty home and for an occupied one. A paper signed by the owner, the site or apartment management or the muhtar may be asked as well.
- Time
- A change of address is declared within 20 working days. The 2018 table gives 5–10 minutes at the desk.

- Gives a tax identification number (vergi kimlik numarası) on a petition (dilekçe). A letter showing a taxpayer’s debt status is also given on a petition, in 1 day.
- Asks for
- In the 2018 table: the petition. Someone who is not a citizen of Türkiye adds a notarised copy of the passport, or the original with a photocopy for the tax staff to certify.

- A state-given cover for homes against earthquake and the fire, explosion, landslide and tsunami an earthquake directly causes.

- A policy, made at the nearest insurance agent or bank branch. For a water or electricity subscription the policy is checked by its number and the owner’s ID number.

- The Metrobüs runs 24 hours a day on 6 lines, 52 km with 44 stations. Marmaray joins it at Söğütlüçeşme and Küçükçekmece.
- Look for
- The sign on the front of the vehicle. It shows the last station (Beylikdüzü, Avcılar, Cevizlibağ, Zincirlikuyu or Söğütlüçeşme), not a line number.

Where Esenyurt lies, between two roads
Esenyurt is an ilçe, a district of Istanbul. The Kaymakamlık’s page on its history and geography puts Avcılar to the east, Büyükçekmece to the west, Başakşehir and Arnavutköy to the north and Beylikdüzü to the south. The land is slightly rugged, and no forest lies inside the district’s boundary.

- About 57 km² on «Tarihi ve Coğrafi Yapı». About 4,800 hectares (48 km²) on «İdari Yapı».
- Roads
- South: the D-100, which the page writes as E-5. North: the Hoşdere–Kınalı–Trakya motorway, written as E-6 and TEM. A link road between the E-5 and the TEM crosses the middle and divides the district in two.
How it became a district, 1989 to 2008
The Kaymakamlık, the district governor’s office, is the state’s office in a district. Its kaymakam is the state’s head of the district. A belediye is the municipality, the elected local body. The Kaymakamlık’s page on the administration lists three steps.
- 1989 The municipality of Esenyurt is founded. It is attached to the Büyükçekmece district at that time.
- 10.07.2004 Law 5216 on metropolitan municipalities, adopted on this date, makes Esenyurt a first-tier municipality (ilk kademe belediyesi) tied to İBB, the Istanbul Metropolitan Municipality (İstanbul Büyükşehir Belediyesi).
- 22.03.2008 Law 5747, adopted on 06.03.2008 and published on 22.03.2008 (issue 26824), sets up the Esenyurt district. After the law the boundary widens and the number of mahalle, neighbourhoods, reaches 20. Parts of the Kıraç, Yakuplu, Avcılar (part of Yeşilkent) and Bahçeşehir municipalities join it.
Each mahalle has a muhtar, an elected head, and a muhtarlık, that person’s office. A change of address is no longer reported there: NVİ says the duty to report an address to the muhtarlık was removed by changes to Law 5490.
Getting in and out: the Metrobüs
The Metrobüs is İETT’s bus system on the east–west axis. İETT, Istanbul’s public bus operator, counts 52 km and 44 stations, and 6 lines that run 24 hours a day. The lines start and end at Söğütlüçeşme, Zincirlikuyu, Cevizlibağ, Avcılar Merkez – Üniversite Kampüsü and Beylikdüzü Son Durak. Avcılar and Beylikdüzü are the districts east and south of Esenyurt.

The signs on the front of Metrobüs vehicles now show the last station instead of a line number: Beylikdüzü, Avcılar, Cevizlibağ, Zincirlikuyu or Söğütlüçeşme.

Marmaray: Söğütlüçeşme and Küçükçekmece.
İstanbul metro: Uzunçayır, Altunizade, Zincirlikuyu, Mecidiyeköy, Çağlayan, Merter, Zeytinburnu, İncirli, Bahçelievler, Şirinevler and Yenibosna.
Tram: Ayvansaray – Eyüp Sultan, Edirnekapı, Topkapı – Şehit Mustafa Cambaz, Cevizlibağ and Zeytinburnu.
Which stations are not step-free?
All stations are suited to disabled access except seven: Uzunçayır, Acıbadem, Altunizade, Burhaniye, Ayvansaray – Eyüp Sultan, Bayrampaşa – Maltepe and Merter.

The M7 metro extension, under construction
Metro İstanbul, the metro operator, lists the M7 Mahmutbey–Esenyurt line among its lines under construction. It is being built as the third stage of the M7 line from Kabataş to Mahmutbey and runs past Bahçeşehir toward Esenyurt.

Metro İstanbul’s page for the Kabataş–Yıldız stage describes the Kabataş–Esenyurt line as designed to be the European side’s first fully automatic driverless metro line (Avrupa yakasının ilk tam otomatik sürücüsüz metro hattı). The lines already running are in Istanbul Metro and Marmaray.

The address on record, and DASK
The population office keeps each person’s address on record. NVİ, the General Directorate of Population and Citizenship Affairs (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü), says declaring an address is a duty under Law 5490, article 50, and that a change must be declared within 20 working days. Its page adds that the duty also covers foreigners living in Türkiye.
- Where: at a population office, or at an institution that gives address-based services when someone applies to it.
- A document: an empty home and an occupied one both need a paper that confirms the address, a subscription contract or bill for electricity, water, natural gas, a fixed phone or fixed internet.
- Sometimes more: a paper signed by the owner of a detached house, the site or apartment management or the muhtar.
- On someone’s behalf: adult family members registered at the same address can declare for each other, and a power of attorney lets another person declare.
- Living together: declaring at an address where another adult is registered needs that adult’s consent (muvafakat).
- Not needed: reporting the address to the muhtarlık.

Compulsory earthquake insurance.
DASK (Doğal Afet Sigortaları Kurumu) is a non-profit body with public legal personality. The compulsory earthquake insurance began after the 17.08.1999 Marmara earthquake.
The policy covers homes against earthquake and the fire, explosion, landslide and tsunami it directly causes. It is made at an insurance agent or bank branch and runs for a year.
The premium is the sum insured times a tariff price. The tariff has 14 prices: 7 risk groups for each of 2 structure types.
- Water and electricity
- Under Law 6305, article 11, a water or electricity subscription for a covered building or flat, and a change of subscriber, checks that the policy exists. The check uses the policy number and the owner’s ID number. A wholly commercial building is not covered.
- Owner or tenant
- An owner, a usufructuary or a tenant can take the policy. A tenant’s policy names the owner’s ID number as the insured and the tenant as policyholder. The premium may be taken from the owner or set off against rent.
- A claim
- It starts with a call to ALO DASK 125. Compensation goes to the holder of the title deed (tapu).
