Dental treatment in Türkiye: a price estimate from the Ministry of Health tariff, what a written quote should include, your rights and SGK cover.

The health tourism regulation covers you
People who come from abroad for treatment, and tourists who need treatment while they are here, fall under this regulation. The clinic permit, the written breakdown and the right to papers mostly rest on it. People covered by the state social security institution (SGK) and by bilateral health agreements are outside it.

Patient rights cover you too
If you are covered by the state social security institution (SGK), or live in Türkiye on a student or family residence permit, you are outside the health tourism regulation. If you tell the clinic you will pay the fees, you can come under it. The patient rights rules apply to every organisation that provides healthcare. For SGK’s dental rules, see the SGK section below.

The Ministry of Health’s price tariff sets the minimum a clinic may charge a health tourist. Clinics set their own price at or above it.
Prices that state hospitals, state university hospitals and dental faculties, and municipal hospitals charge under the Ministry of Health’s price list. What SGK pays is in the SGK section below.

Clinic and agency permits
Before you ask for a quote, check the clinic’s permit yourself. A clinic that treats foreign patients, and the agency that arranges your trip, must have a permit. The Ministry of Health gives the clinic’s permit. The International Health Services Company (USHAŞ) gives the agency’s permit. You can check in four steps:
- Search the Ministry’s listThe Ministry of Health publishes separate lists of permitted clinics and agencies (the list date shown on the page is 05.10.2026). Look for the name of the clinic and the agency in your quote there. Go to the lists
- Ask about the certificate or accreditationHospitals, medical centres, laboratories and dialysis centres must be accredited by TÜSKA, the state health quality and accreditation institute. Other facilities, such as doctors’ practices and polyclinics, must hold a certificate issued by the Ministry. A clinic must show its document on its website, and the clinic name and owner on the site must match the document. Deadline 31.12.2026: according to the Ministry’s announcement of 13.05.2026, a facility without a document can no longer take foreign patients after that date.
- Ask about the agency that arranges your tripAccommodation, transport and transfers are arranged through authorised travel agencies. The agency must be able to answer incoming calls in at least two foreign languages, 24 hours a day, 7 days a week. On request, it must give you, free of charge, a detailed breakdown of the fees charged for accommodation, transport, transfers, translation and consultancy.

Complication insurance
A court decision has put on hold the rule that clinics must carry complication insurance, so a clinic may not have it. Ask the clinic in writing whether it is insured if treatment causes harm.
Quote and invoice
Ask for the quote in writing, line by line: the procedure, the tooth number, the unit price and the total. When the invoice arrives, put the two papers side by side. That is why the tooth card writes a separate line for each stamp.
The Ministry sets the minimum price of treatment under the health tourism regulation, and the clinic must follow the rules in the Ministry’s health tourism price tariff. The tooth card’s price estimate comes from that tariff. The clinic must give you a sales receipt or an invoice, with a detailed list of the work done and the unit prices attached. On request it also gives you, free of charge: the list of drugs and supplies used and charged to you; the results of tests you paid for, and your X-rays and scans; and the prescriptions for drugs and supplies bought outside the clinic.
X-ray
Ask for copies of your images
If you paid for them, you get a copy of the panoramic film and any other X-rays and scans free of charge when you ask. The copy helps if you want a second opinion or want to continue treatment elsewhere.
Three parts, three lines
Ask for the implant, the abutment and the crown as separate lines in the quote and the invoice. A tooth with an implant has three parts: the screw in the jawbone, the abutment fitted on top of it, and the crown you see in the mouth. Move the slider to pull the parts apart.
- Implant
The screw that sits in the jawbone. After surgery, ask for your implant card: it states the brand, the maker and the serial number.
- Abutment
The connector fitted onto the implant to support the crown. Give it its own line in the quote and invoice, and name its manufacturer.
- Crown
The part of the tooth visible in the mouth. List its material and the laboratory or manufacturer making it on a separate line.

Ask for the card and keep it
After the surgery, ask the clinic for your implant card. It says which implant you received: the brand, the maker and the serial number. Keep it with your papers, so you and any dentist who treats you later know exactly which implant you have.

Patient rights
Ask the clinic, and ask for papers: information, a second opinion, a consent form, your file. The Patient Rights Regulation covers all public and private organisations that provide healthcare. It grants rights to everyone “sırf insan olmaları sebebiyle” (“simply because they are human”).
- Information: the dentist tells you who will carry out the procedure, where and how, and how long it will take. The dentist also explains the other treatment options with their benefits and risks, the possible complications, and what can happen if you refuse. The explanation is given in person, by the health professional who will carry out the procedure.
- Second opinion: you can ask another dentist for an opinion on the same complaint.
- Consent: a medical procedure needs your consent. If a consent form is prepared, it is signed in two copies and one stays with you.
- Records: you can look at your file and records and take a copy.

If there is a problem
Contact the clinic first: a clinic that treats foreign patients has an international health tourism unit and a staff member responsible for each patient. The homepage of HealthTürkiye, the portal for foreign patients, also shows “24/7 Support +90 850 288 38 38” (checked 21.10.2026).
During your stay in Türkiye, the clinic and the agency are each responsible for the services they provide you, depending on the type of service. Both look into every complaint about health tourism. If one of your rights is violated, you can complain to the authorities or go to court.
Quick questions
Does the health tourism regulation cover every patient?
No. The regulation covers people who come from abroad for treatment and tourists who need treatment during their stay. Groups such as people covered by SGK or bilateral health agreements, and holders of student or family residence permits, are outside it. Someone outside its scope can receive services under it if they say they will pay the fees.
What changes after 31.12.2026?
According to the Ministry of Health’s announcement of 13.05.2026, hospitals, laboratories, medical centres and dialysis centres must be accredited. Other facilities, such as doctors’ practices and polyclinics, must get a certificate issued by the provincial health directorates. After that date, a facility without the document cannot accept foreign patients or provide services.
Can I get my X-rays?
Yes. If you paid for them, copies of your X-rays, other scans and test results are given free of charge when you ask. You are also entitled to a copy of your file and records.
What is an implant card?
It is the card that shows which implant you received: its brand, maker and serial number. Ask the clinic for it after surgery and keep it with your papers.
Does SGK cover dental implants?
According to SGK’s “Diş Tedavileri” page, SGK does not pay for implants placed in the jawbone. There are listed exceptions that depend on a health board’s decision.
