What the ministry is its duties and its names
The ministry’s duties are set out in Article 410 of Presidential Decree No. 1 (1 No.lu Cumhurbaşkanlığı Kararnamesi). In plain words:
Duties in Article 410
- Farming: develops plant, animal and fish production and makes farm policy; organises and informs farmers, manages farm support and regulates farm markets.
- Food: food production, safety and reliability, rural development, and the protection and good use of soil, water and biodiversity.
- Forests: protects, develops, runs and improves forests, and plants trees.
- Protected nature: protected areas, national parks, nature parks, nature monuments, nature protection areas, wetlands, hunting and wildlife.
- Water: works on protecting and sustainably using water sources, and coordinates national water management.
The names have changed many times. The ministry’s list of ministers shows these periods.
- 1923 to 1974The Agriculture Ministry (Tarım Bakanlığı). A separate Forestry Ministry (Orman Bakanlığı) runs the forests from 1969 to 1980.
- 1974 to 1980Food joins farming and livestock in the Ministry of Food, Agriculture and Livestock (Gıda, Tarım ve Hayvancılık Bakanlığı).
- 1980 to 1991Agriculture and Forestry (Tarım ve Orman Bakanlığı), then from 1983 Agriculture, Forestry and Village Affairs (Tarım, Orman ve Köyişleri Bakanlığı).
- 1991 to 2011Agriculture and Village Affairs (Tarım ve Köyişleri Bakanlığı). The forests sit in a Forestry Ministry until 2003, then in the Ministry of Environment and Forestry (Çevre ve Orman Bakanlığı).
- 2011 to 2018The Ministry of Food, Agriculture and Livestock stands beside the Ministry of Forestry and Water Affairs (Orman ve Su İşleri Bakanlığı).
- Since 2018One Ministry of Agriculture and Forestry again.
The minister is İbrahim Yumaklı, in office since June 2023 (the ministry’s list of ministers, checked 06.11.2026). Farm support (tarımsal destek) is money the state pays to farmers. The 2025 farm support budget was ₺135 billion, and ₺23.55 billion more was added for farmers hit by frost. All ₺158.55 billion was used, for 2.9 million farmers on the ministry’s registers.
How it is organised 21 units, 11 linked bodies, 81 provinces
The head office in Ankara has 21 central units. Most run the house: law, staff, audit, IT, press and support services. These four are the ones a resident or visitor meets, with the duties Presidential Decree No. 1 gives them.
Food and Control
Sets the rules for safe food and feed, registers food businesses and checks the places that make and sell food. Runs animal and plant health and disease control, and sets the health conditions and border control points for trade in animals, plants and food.
Livestock
Develops and supports livestock keeping, sets the rules and gives permits for livestock holdings, spreads high-quality breeds and runs breeding programmes.
Plant Production
Works to raise the yield and variety of crops, sets and checks standards for farm inputs and production methods, looks after meadows and pastures, and runs the farming basins.
Fisheries and Aquaculture
Sets the rules for sustainable fishing and fish farming in seas and inland waters, and for fishing harbours. Protects fish resources.
Outside Ankara
- In each province: a provincial agriculture and forestry directorate (İl Tarım ve Orman Müdürlüğü) in all 81 provinces. Each has its own address and number on the ministry’s site.
- Also local: food control laboratory directorates, veterinary control units and seed certification and testing directorates.
- Inspections: control officers of the province or district inspect food businesses.
Eleven linked bodies
- Attached: the Atatürk Forest Farm (Atatürk Orman Çiftliği), State Hydraulic Works (Devlet Su İşleri, DSİ), Nature Conservation and National Parks (DKMP), the Forestry General Directorate (OGM) and the Türkiye Water Institute (Türkiye Su Enstitüsü).

Food safety Alo 174 and food labels
The Food and Control General Directorate registers food businesses and checks the places that make and sell food. Any report or complaint about food can be made by calling 174, from anywhere in Türkiye.
- Reach the lineCall 174, or use the WhatsApp line, live support, e-mail or the mobile app. A phone call uses minutes of your plan; e-mail, live support and the app are free.
- Name the businessThe line asks for the business’s name and address down to the door number, and for the product. The application also asks for your TC kimlik number (Turkish ID number) and a mobile number and e-mail address.
- Keep the numberA case made by phone gets a spoken case number; a case made by e-mail gets it by e-mail. Follow the case on alo174.gov.tr with your TC kimlik number (Turkish ID number).
- InspectionControl officers of the province or district inspect the business. A case takes 15 days on average, longer if a sample is taken or the business is given time.
The Alo 174 page asks shoppers to check
- Packs: packed food with the compulsory label details; not unpacked food, not torn or damaged packs.
- Dates: the use-by date (son tüketim tarihi) on food that spoils fast, and the recommended-use date (tavsiye edilen tüketim tarihi, TETT) on the rest.
- Storage: each food in its own storage conditions. If the fridge or freezer is not working, the page says not to buy, and to tell Alo 174.
- Approval marks: an oval mark with the business’s approval number on animal foods; the registration number (İşletme Kayıt Numarası, İKN) on other foods.
- Raw milk and eggs: no raw milk from an unknown source or drunk unboiled; no cracked, dirty or broken eggs.
Checks in 2024
1,329,758 inspections of food businesses
They led to 26,263 penalties totalling ₺1,309,748,855, and 610 businesses were reported to prosecutors. In the separate checks of food sales, 75,212 inspections ended with 579 fines and 28,813 products seized.
Bringing a pet papers, test and chip
A dog, cat or ferret enters Türkiye with a veterinary health and origin certificate, made out and approved by the veterinary service of the country it comes from, and with the animal’s passport. The conditions below are those of a notice dated 16.05.2025 by the ministry’s Trabzon Port Veterinary Border Control Point, and of the certificate form that the ministry publishes in Turkish and English.
- ChipA clearly readable tattoo, or a microchip: a passive transponder that an ISO 11784 or ISO 11785 reader can read. The person responsible for the animal supplies the reader at the check.
- Rabies vaccineAn inactivated vaccine with at least one antigenic unit per dose, or a recombinant vaccine, and not a modified live one. The date in the passport or certificate cannot be earlier than the microchip date. A booster not given within the earlier shot’s validity counts as a first vaccination.
- Antibody testA vet takes a blood sample at least 30 days after the last rabies vaccination, and at least 3 months before the move. A laboratory approved by the European Union tests it, and the result has to show at least 0.5 IU/ml.
- Entry dateEntry is possible at the earliest 3 months after the blood sample was taken. The day of the vaccination counts as day zero.
- The papersThe animal passport (hayvan pasaportu), the original of the antibody test result (kuduz titrasyon testi) and the veterinary health certificate (veteriner sağlık sertifikası), made out for each animal. At most 2 animals per passenger, for example 2 cats, or 1 cat and 1 dog.
- Check and borderOn the certificate, the clinical examination is made within 24 hours before the journey, and the vet’s signature and stamp are in a colour different from the print. The ministry keeps a list of the customs offices authorised for imports and the units authorised for veterinary controls.

Going the other way
The ministry also lists the laboratories where the blood test can be done for cats and dogs that travel to the European Union.
Forests and fire 23 million hectares, 776 towers
Forests cover 23,375,331 hectares of Türkiye (2025). High forest (koru ormanı) takes 22,134,523 hectares; coppice (baltalık, forest regrown from cut stumps) takes 1,240,808. Independent auditors certified 48.7 percent of the forest area as managed with respect for nature and people, up from 42.3 percent in 2024.
The 2026 fire season: figures the minister gave on 05.11.2026
- Fires: 2,111 forest fires and 24,527 hectares of forest hit, about 68 percent less burnt area than a year before.
- Size: 96 percent were stopped on less than 10 hectares, and 1,766 on less than one.
- Cause: 86 percent start from people: 67 percent carelessness, 16 percent accidents, 3 percent deliberate. Lightning causes 14 percent.
- Where: 75 percent began outside forest areas, and 64 percent of the forest lies in the two highest fire-risk zones.
- People: 28,065 fire staff in 2026 (25,000 in 2025), and 142,000 fire volunteers (13,000 in 2021).
- On the ground: 1,953 water trucks, 2,766 first-response vehicles and 878 work machines, spread over 1,600 points.
- In the air: 28 planes, 119 helicopters, 14 drones and 69 aircraft bases.
- Watching: 776 lookout towers, 194 of them smart ones, and 4,852 fire ponds for aircraft to refill.
The rules on forest fire
The ministry’s news item of 21.07.2023, on the minister’s warning post, lists these crimes and penalties:
- 1 to 3 years in prison and a court fine: lighting a fire in a forest outside the places allowed, leaving a fire without putting it out, throwing a lit cigarette or fire-risk material into a forest, or burning stubble and similar plants within 4 kilometres of a forest.
- 3 to 10 years in prison: causing a forest fire by breaking the duty of care and attention.
- At least 10 years in prison and a court fine of 1,000 to 10,000 days: burning a forest on purpose.
- Further penalties apply if someone dies or is hurt.

National parks and trails 50 parks, 1,788 protected areas
The Nature Conservation and National Parks General Directorate (Doğa Koruma ve Milli Parklar Genel Müdürlüğü, DKMP) looks after the protected areas: 1,788 of them in 2025, covering 3.8 million hectares. They include 50 national parks and 274 nature parks.
The 2026 entry rules
What the tariff rules say
- One person: ₺25 to ₺95, by the area’s region group and category.
- Foreign visitors (not citizens of Türkiye) pay at least 5 and at most 10 times the area’s person fee, set area by area.
- In a vehicle: each foreign visitor pays the foreign person fee and no vehicle fee is added; for others, one vehicle fee covers the vehicle and its people.
- On foot: no person fee under 7 or over 65. Students show an ID for 50 percent off; parents do not get this.
- Once a day: fees are charged once per calendar day; with the payment document, leaving and coming back the same day costs nothing more.
- More tariffs
- Vehicles, tents, caravans and motor caravans, luxury tents, tiny houses and fixed caravans, guest houses, country houses, bungalows and forest lodges, open-air events, guide services and nature and observation tours each have their own tariff.
- Free entry
- Disabled visitors who show a disability card or report, and some other groups that the rules name, have free-entry rights.
- Trails
- 140 ecotourism trails with 3,148.3 km of path in forests (2025), and 133 forest parks. The Forestry General Directorate (OGM) runs the forests; its site has a forest map page (E-Harita).
