Turkish Passport 2026: Fees, Calculator, Types and Photo Rules
Turkish passport fees for 2026 with a family calculator, the five colours, photo rules, documents, delivery times and visa-free trips.
Table of Contents

A Turkish passport is a burgundy booklet for most people, and getting one takes three steps. You pay the fee first, book an appointment, then go in person to a nüfus müdürlüğü (population office). The new passport comes to your door by courier. Below: what it costs in 2026 for you and your family, which colour you get, the photo rules that send most people back, and where the passport takes you without a visa.

The short version · checked 13 October 2026
Pay, book, go in person: 14,761.40 TL buys an adult 10 years.
- Fee: a fee (harç) for the length you choose, plus 1,351.00 TL for the booklet. The cheapest passport, 6 months, is 4,157.50 TL.
- Students under 25 and a few other groups pay only the booklet.
- Photo: biometric, 50 × 60 mm, white background, taken in the last 6 months.
- In person only. Fingerprints from age 7; children need both parents or a notarised consent.
- Delivery: PTT Kargo brings it 1 to 4 working days after printing.
- No extensions: every application makes a new passport.
- For Turkish citizens. This is the passport of Turkish citizens (Passport Law No. 5682). A residence permit does not entitle you to one, and a passport is not citizenship.
What it costs in 2026
Two charges make up the price. The fee (harç) depends on how long the passport is valid, and the booklet (defter bedeli) is 1,351.00 TL on every passport. NVİ’s fee page lists these amounts. Pick a length, then count who pays the fee and who pays only for the booklet.

Fees for applications in Türkiye, from NVİ’s fee page. The booklet is 1,351.00 TL on every passport, including fee-free ones.
The long passport is the cheapest per year by far: 10 years costs 1,476.14 TL a year, and 6 months costs 8,315.00 TL a year. Pay before the appointment, at a tax office, a PTT branch, a contracted bank or online at the Revenue Administration’s İnternet Vergi Dairesi (ivd.gib.gov.tr). You don’t need to bring a receipt, because the system already sees the payment. If you pay and then don’t apply, the tax office refunds you. To see the amount in your currency, check today’s exchange rates.
Who pays only the booklet
NVİ lists students under 25 who are still in education, people going abroad to study, flight crews, people sent abroad with permission from the education ministry (master’s, PhD or cultural, trade and social work) and those sent by a university rector or dean. Students bring a student certificate from the school or e-Devlet, unless the system already shows them as students. A Turkish embassy notes these passports run up to 5 years.
Five colours, one for each job
Passport Law No. 5682 sets out who gets which booklet. Almost everyone gets the burgundy one, the umuma mahsus (ordinary) passport. The other colours come with a job or a duty, and in Europe they open doors the burgundy one doesn’t. Tap a number on the picture.

- Burgundy · ordinary Umuma mahsus. For any citizen; 6 months to 10 years. Issued by population offices in Türkiye and by missions abroad.
- Green · special Hususi. Senior civil servants in grades 1 to 3, also after they retire; mayors in office; lawyers with 15 years at the bar; some exporters; and their spouses and children. Visa-free in the Schengen area.
- Grey · service Hizmet. People sent abroad on public duty, staff of international bodies and of the Turkish Aeronautical Association and the Red Crescent, with their families. Up to 5 years.
- Black · diplomatic Diplomatik. MPs, ministers, top judges, governors, ambassadors and career diplomats. Issued by the foreign ministry.
- Pink · temporary Geçici. Issued by an embassy or consulate for a single trip back to Türkiye or to the country you live in, for example after a passport is lost.
There is a sixth kind, the passport for foreigners (yabancılara mahsus), which the migration authority (Göç İdaresi) issues. A citizen can hold at most two valid Turkish passports at the same time, for example a burgundy and a green one.
The photo, where most people get sent back

One biometric photo, every age
NVİ asks for one biometric photo that meets the ICAO standard, at every age, babies included. It must be 50 × 60 mm and taken in the last 6 months. Your eyes, forehead and chin must be clear, with no sunglasses or tinted lenses. Photocopies and photos printed on a home computer are refused.
Any photo shop in Türkiye knows the format; ask for a Biyometrik vesikalık, pasaport için.A biometric photo, for a passport.
Photo check · 50 × 60 mm
Would the counter accept this photo?
Add a mistake
- Size: 50 × 60 mm, printed on good photo paper.
- Background: plain white, no pattern.
- Face: straight to the camera, head not tilted, neutral expression, mouth closed, eyes open.
- Light: even, so the whole face shows; hair off the face.
- Not allowed: sunglasses or tinted lenses, hats, photocopies, home prints, photos older than 6 months.
Rules from NVİ’s passport FAQ and the photo sheet of the Turkish consulate general in New York. The same rules apply to babies and children.
Prescription glasses are allowed if the frames and lenses don’t hide your eyes, but a photo without them is safer. A photo rejected at the counter means a new photo and, often, a new appointment.
What to bring to the appointment
Packed for the population office?
All set. Bring the bag and the person in the photo.
Your ticks stay on this device only. Nobody can apply for you: everyone comes in person, because the office takes fingerprints from age 7 and a signature from age 12. Each child gets their own passport; children can no longer be added to a parent’s passport.
For a child, the parents either come along or give a written consent (muvafakatname) from a notary in Türkiye or a Turkish consulate abroad, and a new one is needed for every application. After a divorce, the consent of the parent with custody is enough. If neither parent can come, the child comes with an adult who brings the consent and a power of attorney (vekâletname). A Turkish embassy notes that passports for under-18s run up to 5 years.
From fee to front door in six steps

- Pay the fee. At a tax office, a PTT branch, a contracted bank or online. No receipt needed; the system sees the payment.
- Book the appointment. Ordinary passports at any provincial or district population office; green and grey ones at provincial offices; abroad at the embassy or consulate.Randevu almak istiyorum.I’d like an appointment.
- Go in person. The clerk checks your ID and photo, takes fingerprints (from age 7) and a signature (from age 12).Pasaport başvurusu için geldim.I’m here for a passport application.
- Printed and posted. After printing, PTT Kargo delivers in 1 working day to 56 provincial centres, 2 to the other provincial centres and at most 4 to district centres.
- At your door. The courier hands it to you or to a person you named at the appointment. A child’s passport goes to a parent or guardian, or to their nominee.
- Missed the courier? The passport waits 10 days at the PTT branch, then goes back to the population office. Track it at randevu.nvi.gov.tr, on e-Devlet or by calling ALO 199.Pasaportum şubede mi?Is my passport at the branch?
The courier needs to find you, so make sure your address is written the way Turkish couriers read it. Our guide to the Turkish address format has examples.
The rule people miss
Never extended, always new
A Turkish passport can’t be extended. Every application makes a new passport. If you renew an ordinary passport that is still valid, the time left on it carries over to the new one, so renewing early doesn’t waste it.
If your name or other identity details change, for example after a wedding in Türkiye, the passport must be renewed.
§NVİ passport questions and answersWhere it takes you without a visa
With the burgundy passport you can visit much of Latin America, the Balkans, the Gulf and East Asia without a visa. Schengen Europe, Britain and North America still want one. Some visa-free places now ask for something before you fly: an online form, an arrival card or insurance. Pick a column; tap a destination for the rule.

Lost or stolen: what to do
Report it straight away, because the record is what protects you. Where you report depends on where you are.
Where did you lose it?
- Report it at any provincial or district population office (il/ilçe nüfus müdürlüğü).
- Apply again as for a first passport: fee, photo, appointment.
- Found it later? Go back to the office and have the record updated.
- Report it at the nearest Turkish embassy or consulate.
- To get home, the mission can issue a pink temporary passport for one trip to Türkiye or to the country you live in.
- Found it later? Tell the mission so the record is updated.
- “Registered passport” offers: social media sellers who promise a passport without an appointment, or a faster one for a price, are not part of the process. Only NVİ and the missions issue passports, and only to the person who applies.
Quick answers to common questions
Can I extend my passport?
No. Every application makes a new passport. If you renew a valid ordinary passport, the time left on it carries over to the new one.
My name changed. Is my passport still good?
No. A change in your identity details means the passport must be renewed.
What happens to the visas in my old passport?
The old passport is handed back to you. Its visa and residence pages are not cancelled.
Can I have two passports?
Yes, up to two valid Turkish passports at the same time.
I paid but didn’t apply. Can I get the money back?
Yes. The tax office refunds a fee that was paid but never used for an application.
Can my child travel on my passport?
No. Every child needs their own passport, babies included.
I live abroad. Where do I apply?
At the Turkish embassy or consulate, with an appointment. Ask the mission for its fee and its own list of documents before you go.
How long does it take?
The courier part takes 1 to 4 working days after printing. Track the rest at randevu.nvi.gov.tr, on e-Devlet or on ALO 199.
