Online Shopping in Azerbaijan: Delivery and the $300 Rule
Where and how do Azerbaijan’s shopping sites deliver? Local shops, classified ads, the monthly $300 customs rule and parcels from Turkey.

There are three ways to shop online in Azerbaijan: local sites deliver to your door, classified sites connect you with sellers, and sites abroad send parcels by post or courier. This page covers what each site says on its own delivery page, the State Customs Committee’s monthly $300 rule for parcels from abroad, and sending parcels from Turkey.

- Phones – mobile phones brought in from abroad must be declared to customs.
- Second-hand – Tap.az and Alan.az are classified sites; Tap.az says it is not a party to the transaction.

Baku and AbsheronDelivery to your address in Baku, Sumqayıt, Xırdalan and Absheron. Small items can be collected in store the same day; furniture arrives within 3 days in the Baku area.
Other citiesItems arrive at the branch in 3–7 days, and you are notified by text message or phone.
At the doorCheck the parcel and that all parts are present when it arrives. The product is handed only to the buyer or someone you have named in advance. Prices include VAT; delivery is separate. Short number: 143.

Baku and AbsheronIn Baku–Absheron, scheduled courier delivery on your chosen day, 9:00–21:00; express delivery within 2 hours (the fee appears at checkout and varies by seller). Orders are held at collection points for up to 4 days; large items cannot be sent to collection points.
Other citiesThe page gives no delivery times outside Baku. Text updates also tell you when an order reaches an Azərpoçt branch: try your city at checkout.
At the doorYou can visually inspect the product with the courier present and refuse it without paying if it does not match your order. Hotline: 915. umico.az redirects to birmarket.az; the site’s title reads “Birmarket (Umico)”.

At the doorCheck the product in front of the courier. Unpaid orders are held for 3 days.

At the door: open, inspect, then accept
Take your time when the courier arrives. The sites’ own pages explain quite clearly what to check on delivery; the four steps below come from those pages.
- NoticeTexno Home’s courier calls 1–2 hours ahead. In other cities, Baku Electronics notifies you by text message or phone when the product reaches the branch; Birmarket sends text updates on your order’s location.
- Recipientİrşad hands products only to the buyer; Baku Electronics hands them to the buyer or a person named in advance. İrşad checks ID and requires a contract at the door for instalment orders.
- CheckBirmarket and Texno Home say you should check the product with the courier present; Baku Electronics asks you to check the parcel and that all parts are present on delivery.
- If it’s wrongWith Birmarket, you can refuse a product that does not match your order without paying. Ask other sites what to do before ordering.
Delivery fees and minimums vary by site: Texno Home requires 100 AZN, and İrşad requires 50 AZN or more for delivery to your address. The current fee is always shown at checkout.
Tap.az and Alan.az: buying through ads
Classified sites are noticeboards, not shops. Tap.az’s terms of use (clause 10.5) state this clearly:
“Sayt Məhsulla bağlı əməliyyatların təşkilatçısı, vasitəçisi, satıcısı və ya alıcısı deyildir.”
The site is not the organiser, intermediary, seller or buyer in transactions involving the product.
Under Alan.az’s rules, posting is free, an ad stays live for 30 days, and replacing its photos or details with those of another product is prohibited. So you and the seller arrange the product, payment and meeting.

This checklist is a suggestion, not the sites’ rules. If you are buying a phone, read below about the requirement to declare phones brought in from abroad to customs.
Ordering from abroad: $300 a month
For parcels arriving from abroad by post or carrier, Azerbaijan’s State Customs Committee applies its rule per person, per month. The rule covers goods not meant for production or commercial use.

In English: goods not meant for production or commercial use, brought into the customs territory by international post or a carrier, addressed to the same natural person in each calendar month, with a total customs value no greater than the equivalent of USD 300.
The page says these goods may enter without customs payments. This provision appears only on the Azerbaijani-language version of the page; call 195 to confirm.
The jar’s amounts are examples. The limit is stated in dollar equivalent; calculate the manat amount with the converter on our exchange rates page (AZN · Azerbaijani manat). The page does not explain what counts towards the customs value, such as delivery charges: ask the carrier bringing your parcel or call 195.
If you are ordering a phone
According to the Customs Committee’s passenger page, mobile phones brought in from abroad must be declared to customs: in writing, at electronic kiosks, on e.customs.gov.az or in the “Smart Customs” app. Since 15 February 2023, a phone must be in the Committee’s registration system before it can be registered at portal.rinn.az. For questions, call hotline 195.
What cannot be posted: Azerbaijan’s list
The same customs page lists 17 categories of items that cannot be sent to Azerbaijan by international post. The items are grouped below into four groups:

- Weapons prohibited from circulation, military items, explosives and military equipment
- Firearms and ammunition
- Flammable substances
- Poisonous and toxic substances
- Mercury, chemical reagents and acids
- Radioactive substances
- Parcels whose contents or packaging pose a danger to postal workers or could damage other consignments
- Live animals
- Perishable food
- Human organs and tissues
- Biological and infectious substances
- Coins, banknotes and travellers’ cheques
- Equipment used to print money and postage stamps
- Materials that degrade human dignity or offend national and religious feelings
- Materials promoting immorality, violence or terrorism
- Narcotic and psychotropic substances, their precursors and paraphernalia
- Materials on techniques for making narcotic, poisonous or explosive substances
The sending country also has its own list: for parcels sent from Turkey, PTT shows each country’s prohibited items in line with Universal Postal Union (UPU) decisions.
Parcels from Turkey to Azerbaijan: with PTT
If you are sending a parcel from Turkey to someone close to you, PTT’s international shipping page sets out the basic rules. The same monthly $300 rule applies to the recipient: the parcel is added to their total for that month.
- DeclarationThe parcel needs a CN 22 or CN 23 customs declaration and address labels.
- BansThe rules follow UPU decisions; PTT’s page links to each country’s prohibited items list. Azerbaijan’s list is above.
- TaxPTT does not offer DDP, where the sender pays customs duties in advance. Any payments fall to the recipient. According to PTT’s page, Turkish VAT (KDV) is not added to international postage (VAT Law, KDVK art. 14).
- TrackingYou can track your parcel with “Gönderi Takibi”. Undeliverable parcels, such as those rejected at customs, may be returned.
For express shipping, PTT’s TURPEX service accepts parcels up to 110 cm and 60 kg. Fees vary by weight and service: see the PTT tariffs page.
In the other direction, from Azerbaijan to abroad: Azərpoçt’s FAQ page says international delivery takes around 7–10 days depending on the country, that small parcels of non-fragile items weighing up to 2 kg can be sent abroad, and that original documents bearing the state coat of arms cannot be sent.

Which shopping site is most used in Azerbaijan?
This guide does not rank sites: choose the type you need and your city, and each card shows what the site says on its own page.
Does the $300 limit include delivery charges?
The Customs Committee’s page says “total customs value” without explaining what is included. Ask the carrier bringing your parcel or call hotline 195.
What if I order from two sites in the same month?
The limit is per person, not per site: it counts the total value of all parcels addressed to the same person in a calendar month.
How much will I pay if I exceed $300?
This page does not calculate it. Customs payments may apply to parcels over the limit; ask the carrier or the Customs Committee (195) for the amount.
Can I pay cash at the door?
Smart Electronics says it accepts cash. With Birmarket, you can check the product with the courier present before paying. Check payment options at checkout on other sites.
